私も10月26日に7.8.1139へ更新後同じ状況になりました。
Windows の機能の有効化または無効化のダイアログで「Windows サンドボックス」を無効化したら、ひとまず落ち着きました。このままではサンドボックスが使えませんので対処待ちです。
