Before proceeding, may I inquire which specific Trend Micro product you're referring to? Is it Trend Micro Maximum Security?
You may also Restart the Trend Micro components via Diagnostic Toolkit:
1. Open the Trend Micro Diagnostic Toolkit.
2. Click the (C) Uninstall tab.
3. Click 5. Stop all Components.
4. Click 2 and 3 Delete Now
5. Wait for 30-60 seconds for the Trend Micro components to stop properly.
6. Click 4. Start all Components

Please check the Task Manager if Trend Micro is consuming excessive amount of CPU or memory to cause this issue.

Please make sure that you have the latest version of the Maximum Security which is 17.8. You can visit How to Update Trend Micro Security and Antivirus on Windows
For isolation and for confirmation if Trend Micro is causing the issue, you may Temporarily disable protection on Windows and check if the issue persists.
