I get what you're saying that when the password is not set yet you can exit Trend Micro without the enable password prompt whereas disabling protection against viruses and spyware has that specific prompt. We'll clarify why that is but for now this is the current process if you want to specifically disable the Protection against viruses and spyware.
There might be a misunderstanding with what @tm_ash said. What he meant by "Closing the app doesn't stop the protection" is simply closing the console, that's why he followed his statement with "But if you disable it, your computer is left unprotected and could be at risk" which is exiting the program.

The version 17.8.1192 that your Trend Micro has is the latest component version.
Can you clarify again why you mentioned that the Trend Micro program is not automatically updating, did you get a notification that the program is out of date?

I also tried to replicate the issue on my machine using the same time and date settings you gave but the last update time matches the time of the computer. I also tried changing the time zone and the last update information still matches the computer time.
I remember before on another post, you mentioned some changes you made on the registry, are these changes still in effect?
