It is still a normal behavior for Password Manager when it doesn't automatically login on some sites. This is because of how some websites are created.
We also want to confirm if you're using an extension that auto refreshes the page and if the same issue happens on other browsers.

At the moment Trend Micro only detects saved password on our supported browsers which are Chrome, Edge and Firefox but nothing more specific.
If you're getting the notification, it's normally on your default browser but I would suggest checking the other supported browsers if you used them.

I get what you're saying that when the password is not set yet you can exit Trend Micro without the enable password prompt whereas disabling protection against viruses and spyware has that specific prompt. We'll clarify why that is but for now this is the current process if you want to specifically disable the Protection against viruses and spyware.
There might be a misunderstanding with what @tm_ash said. What he meant by "Closing the app doesn't stop the protection" is simply closing the console, that's why he followed his statement with "But if you disable it, your computer is left unprotected and could be at risk" which is exiting the program.
